People have agreed on the communally written
definition<http://www.oshwa.org/definition/>already, so I don't think
that the Best Practices would be appropriate as
it states optional practices, but not an actual definition of what must be
done.

Approval of open hardware can be a slippery slope we need to be careful of.
We don't want to turn into the USB commission, for example :)
