[Discuss] Vote for new OSHWA Board

That might be a difficulty for some us to prefer check what is posted on
the blog, instead reading exchanges accross the Discuss list.

Maybe a "short and brief monthly news" send to Discuss list, coming from
the board, pointing on the works in progress, and remembering things to
get in mind (like board candidate processes, or be a member, etc ...),
might solve the feeling to be outside the OSHWA emulation.
