[Discuss] Open hardware an export controls

Hi everyone. Just wanted to make a quick plug for a new whitepaper on OSHW
and US export controls.  It was written by my buddy Michael Dobson who is
an honest to goodness export control lawyer and knows his stuff.  He wrote
it for non-lawyers who were starting to try and figure out if they should
