[Discuss] OSHW Best Practices / Layers of Openness

It's silly because it is a restriction that discourages adoption. If I was
told tomorrow that I need to pay a fee to toss an OSHW logo on my boards, I
would just stop putting them on, and replace them with my own open source
hardware logo, and it would likely involve robots and lasers somehow.
